Institutional review boards have a dual goal: first, to protect the rights and welfare of human research subjects, and second, to support and facilitate the conduct of valuable research. In striving to achieve these goals, IRBs must often consider conflicting interests. In the discussion below, we characterize research oversight as having three elements: research regulations, which establish a minimum acceptable standard for research conduct; ethical principles, which help us identify and define relevant ethical issues; and virtue ethics, which guides the (...) prioritization of relevant issues. We describe specific ways in which the lessons of virtue ethics suggest revisions to the IRB structure and review process, the education and training of IRB members, and the appropriate limits of regulations in research ethics oversight. Intrusive agricultural experimentspublished in New Zealand in the last five yearsare reviewed in terms of the degree of animalsuffering involved, and the necessity for thissuffering in relation to research findings.When measured against animal welfare criteriaof the Ministry of Agriculture, thirty-sixstudies inflicted ``severe'' or ``very severe''suffering. Many of these experiments hadquestionable short-term applications, had anapplication restricted to agriculturalproduction or economic growth, or could havebeen modified to prevent or reduce suffering.

Pest control operations andexperimentation on sentient animals such as thebrushtail possum can cause unnecessary andavoidable suffering in the animal subjects.Minimizing animal suffering is an animalwelfare goal and can be used as a guide in thedesign and execution of animal experimentationand pest control operations.The public has little sympathy for the possum,which can cause widespread environmentaldamage, but does believe that control should beas painless as possible. Trapping and poisoningprovide only short-term solutions to the possumproblem and often involve methods that causesuffering. Intrusive experiments (...) connected withthese methods of control and published in thelast 6 years are reviewed. Sows housed in stalls are kept insuch extreme confinement that they are unableto turn around. In some sectors of the porkindustry, sows are subjected to this degree ofconfinement for almost their entire lives(apart from the brief periods associated withmating). While individual confinement isrecognized by farmers and animal welfarecommunity organizations alike, as a valuabletool in sow husbandry (to mitigate againstaggression), what remains questionable from ananimal welfare point of view is the necessityto confine sows in such small spaces.In 2001, the Australian Journal (...) ofAgricultural Research published a reviewarticle on the science associated with the useof the sow stall, and claimed that ``noscientific evidence to support therecommendation in the Code of Practice advisingagainst housing of sows in stalls followed byhousing in crates'''' (Barnett et al., 2001, p. 21).If all the available scientific publications onthe animal welfare implications of sow stallsare consulted (many of which did not feature inthe above review), then one will indeed findscientific evidence to support recommendationsagainst the housing of sows in stalls. Becausethere is science on both sides of this policydivide, the argument to defend the use of sowstalls, therefore, is not one of science vspublic opinion, but one of ethics. (shrink)

The preferred control method to achieve this is large scale poisoning operations with 1080 and similar toxins. This project is backed up by governmental and non-governmental agencies and surrounded with discourse of ‘war’ and ‘invasion’. The ‘Big Three’ predators are endowed with sinister motives as a means of mobilising support. This self-described ‘war’ is (...) evaluated in terms of ‘just war’ theory and found wanting. In particular there are issues with the recruitment of children for killing, humiliation of combatants, questionable economic motives for the ‘war’, deception by government agencies, lack of consultation, a lack of consideration of alternatives, the use of excessive suffering, and unrealistic expectations. An alternative paradigm of ‘compassionate conservation’ is proposed for New Zealand. Instead of trying to get back to a stable pre-colonial state of nature, I propose a holistic approach that respects both ecosystems and their members and takes into account new understandings of ecosystems as dynamic processes. For such a writer, when he finished with something he finishes with it; he is not left with continuations that he can go on knitting until he runs out of yarn. This conceit reflects my (...) own experience as a writer, relying on the sap that keeps rising, the force that drives the flower, as Dylan Thomas put it. It is plantlike. We put it in the sun and when it doesn't grow, we take it and put it in another room. I don't think of repotting the plant. The plant must make its own way. BOOTH: I like the organic metaphor, but I keep wanting to come back to particular cases to see how you actually work, in literal detail. Even the organic novelist obviously still has the matter of collecting notes, starting a novel, having it fail to go. Let me put a simple question, and move out from there. How many actual novels, whether they ever reach fruition or not, do you have "growing" at a given time? MORRIS: You don't mean simultaneously? BOOTH: I mean actual notes that exist in some kind of manuscript form, starts on a novel, something you are actually working on. MORRIS: It is so unusual for me to have more than one or two things in mind at once that I don't find this a fruitful question. We present an annotated bibliography of peer reviewed scientific research highlighting the human health, animal welfare, and environmental risks associated with genetic modification. Risks associated with the expression of the transgenic material include concerns over resistance and non-target effects of crops expressing Bt toxins, consequences of herbicide use associated with genetically modified herbicide-tolerant plants, and transfer of gene expression from genetically modified crops through vertical and horizontal gene transfer. These risks are not connected to the technique of genetic modification as (...) such, but would be present for any conventionally produced crops with the same heritable traits. In contrast, other risks are a direct consequence of the method used in gene manipulation. These come about because of the unstable nature of the transgene and vectors used to insert it, and because of unpredictable interactions between the transgene and the host genome. The debate over the release of genetically modified organisms is not merely a scientific one; it encompasses economics, law, ethics, and policy. Any discussion on these levels does, however, need to be informed by sound science. We hope that the scientific references provided here will provide a useful starting point for further debate. In common with much of theEnglish-speaking world, New Zealandersgenerally oppose the use of animalexperimentation where there is no demonstrableand immediate benefit for human, animal, orenvironmental health. Intrusive experiments onsheep internal and external parasites publishedbetween 1996 and 2000 are reviewed, anddiscussed in relation to these publicsensibilities. A total of 16 publishedexperiments on sheep parasites involvedsurgical manipulations or other intrusiveprocedures. Some of these experiments had noshort-term application, or the only applicationwas in increasing animal production. Otherscould have been modified at some extra expenseso (...) that they were less intrusive. Still otherswere duplications of previous work. All thesemanipulations would be unacceptable accordingto the orthodox morality of the general public.Breeding programs, rotation of grazing,``low-tech'' vaccination, and in vitromodels of sheep can provide insights intopreventing parasite infestation withoutintrusive experiments. Such research protocolsshould take priority over existing programs.The results also confirm earlier reports thatanimal ethics committees are not fulfillingtheir mandated objective of acting as watchdogsfor the public. Pediatric participation in non-therapeutic research that poses greater than minimal risk has been the subject of considerable thought-provoking debate in the research ethics literature. While the need for more pediatric research has been called morally imperative, and concerted efforts have been made to increase pediatric medical research, the importance of protecting children from undue research risks remains paramount.United States research regulations are derived largely from the deliberations and report of the National Commission for the Protection of Human Subjects of Biomedical (...) and Behavioral Research. The authors of this report specifically designated children as a vulnerable population and suggested additional protections, most of which became U.S. law. One of the more contested sets of regulations surrounds non-therapeutic research, e.g., research that does not offer the potential for direct benefit to participants. Federal regulations allow local Institutional Review Boards to approve non-therapeutic research posing a minor increase above minimal risk when it involves children who have the disease or medical condition that the research addresses. Fly strike is a painful conditioncaused by live maggots eating at the flesh of sheep.Remedies for this disorder are traumatic, with sheepundergoing painful mulesing and tail dockingoperations to protect against flystrike. In an attemptto find control solutions and to understand thedisorder, Australasian researchers increase sheepsuffering by conducting experiments that artificiallyinduce fly strike. Some of these experiments have noapplication in prevention and control of fly strike.Many others could be modified or replaced with lesspainful techniques.Anecdotal evidence through communication withorganic farmers suggests that (...) fly strike is largelypreventable if farmers keep sheep healthy and inspectthem regularly. Some organic farmers have largelyeliminated fly strike from their farm. Investigationson fly strike control using non-intrusive techniquesare also progressing in Australasia and the UnitedKingdom. This paper reviews the literature concerning the neural correlates of the self, the relationship between self and memory and the profile of memory impairments in Alzheimer’s disease and explores the relationship between the preservation of the self and anosognosia in this condition. It concludes that a potential explanation for anosognosia in AD is a lack of updating of personal information due to the memory impairments characteristic of this disease. We put forward the hypothesis that anosognosia is due in part to (...) the “petrified self.”. (shrink)

Changes in attitudes toward animal welfare, with a greater emphasis on the importance of allowing animals to express normal patterns of behavior has led to an examination of the practice of keeping hens in battery cages. There is widespread scientific consensus that the conditions of confinement and the barren nature of battery cages severely restrict hens’ behavioral repertoire, and are thus detrimental to their welfare. The New Zealand Animal Welfare Act 1999, stipulates that animals must have “the opportunity to display (...) normal patterns of behaviour.” In spite of this provision, the New Zealand government has not acted in phasing out battery cages, arguing instead that there is insufficient evidence that welfare will be improved by a phase-out. There is evidence of strong industry pressure on the government, and the use of tactics common in policy considerations where changes are resisted by powerful interests. It is important that policy processes are better managed so that welfare changes are based on both public preferences and scientific knowledge, and ways of doing this are discussed. (shrink)

Conscious awareness of intentionality is considered to be a product of specialized monitoring processes which distinguish intentional, goal-directed actions from unintentional, passive/ reactive actions. When goals are not met or unfavourable conditions arise, this ability to distinguish intentional and unintentional enables us to direct adaptive efforts towards either changing plans and goals or towards altering the environment. The formulation is discussed in relation to monitoring theories of consciousness and the concept of 'locus of control', and is developed to explain several (...) common psychological disorders in terms of dysfunctional monitoring of intentions. It is suggested that it could provide a theoretical basis for psychological treatment methods. (shrink)

On the statute books, New Zealand has a strong regulatory system that protects nonhuman animals on farms. Animals are guaranteed the “Five Freedoms,” including freedom to express normal patterns of behavior. This theoretically strong protection is weakened considerably, however, through institutional structures and practices. A loophole in the law allowing practices that violate the Five Freedoms in “exceptional circumstances” is used frequently. The Ministry of Agriculture and Forestry is the government agency that administers animal welfare regulation. This agency is also (...) responsible for increasing primary production, and the farming industry has undue influence with MAF. The National Animal Welfare Advisory Committee is appointed by MAF, and this group is also dominated by industry interests, with a view of animal welfare that excludes behavioral concerns. These factors result in a weakening of welfare requirements. Various solutions to increase protection are proposed, including a requirement that all science and public concerns be taken into account when making decisions on animal welfare and that animal welfare be regulated by an independent government body. One of the largely untapped potentials of Sausserian semiotics is the ability it provides to examine shifts in the cultural meanings attached to objects and ideasacross time. To explore this potentiality, we trace the intertextual evolution of one of the most enduring mythic figures, the vampire. Our analysis begins with ancient texts and moves forward in time to contemporary cinematic and televised depictions of the vampire. We document the deployment of the vampire as a vehicle carrying oppositional meanings as it (...) moves through various eras. For example, vampires may connote both racism and racial resistance, homophobia and gay acceptance, women’s subjugation and women’s empowerment. By using the vampire to mediate contested, liminal regions of cultural discourse, storytellers have constructed increasingly complex and multivocal portraits of this figure. At present, vampire narratives have come to resemble an alternative universe of human morality and behavior, complete with family structures, emotional depth, and interpersonal conflicts. (shrink)

This research aimed to know the intercultural competency teaching model of Jesus using a parable technique based on Luke 10:25-37 to improve intercultural competence. The authors used a method of diacognitive analysis with three lenses that include dialogue, cognition and position. The results of the study have shown that the application of the parable technique can improve the competence of intercultural students towards people with different cultures, as well as increase the understanding and awareness that love is the basis of (...) intercultural competence, compassion as an internal outcome and must act as an intercultural agent. The teacher's pyramid model of intercultural competence moves from love, attitude, knowledge, skill, internal outcome, external outcome and becomes an intercultural agent.CONTRIBUTION: Research on Luke 10:25-37 has shown that the parable technique can improve students' intercultural competence based on love and compassion. Teachers can apply parable techniques to attract, encourage, and stimulate the student's active involvement to think critically and perform interpretations to discover the real truth in the context of cultural differences. Pickering and Chater (P&C) maintain that folk psychology and cognitive science should neither compete nor cooperate. Each is an independent enterprise, with a distinct subject matter and characteristic modes of explanation. P&C''s case depends upon their characterizations of cognitive science and folk psychology. We question the basis for their characterizations, challenge both the coherence and the individual adequacy of their contrasts between the two, and show that they waver in their views about the scope of each. We conclude that P&C (...) do not so muchdiscover ascreate the gap they find between folk psychology and cognitive science. It is an artifact of their implausible and unmotivated attempt to demarcate the two areas, and of the excessively narrow accounts they give of each. (shrink)
